In Washington, D.C., a crossbar was installed last year at one of the city’s busiest intersections, between 14th and 15th Streets.
If drivers were allowed to make left turns, the intersection would be closed until further notice.
The crossbar is the result of a lawsuit filed by a D.E.C. resident who said the roadblock put him and his daughter in danger.
The city denied that the crossbar would cause problems and said it would be installed this summer.
But the intersection has been a busy place for many years, with many crosswalks still in place.
The intersection, which is near the intersection of Washington Avenue and the Washington Monument, has been blocked by a concrete crossbar for a long time.
A 2012 report from the D.F.A. found that the intersection had a high rate of traffic-related injuries, with an estimated 7,000 injuries from 2004 to 2014.
A pedestrian died there in 2006.
In 2013, a pedestrian was killed after crossing the street in front of the Drexel University campus.
The city said it was installing the crossbars to ensure that crosswalters are maintained and that traffic moves in the proper direction.
It’s unclear how many crossbars are already in place in the District.
D.C.’s Department of Transportation (DOT) says that it has spent millions on construction projects to make crossbars safer.
The agency says it will install crossbars at more than 100 intersections across the city, including the Washington, Jefferson, and Constitution Streets, and at intersections near the DFC Metro Station.
The Crossbar Project is the city using a variety of technologies to improve safety for cyclists, pedestrians, and motorists.
It was created by D.D. National, a non-profit organization dedicated to improving safety for people who use bikes and walkers.
The DOT is funding the project with about $200,000 in public funds.
